In New York State, hospitals must file Certificate of Need (CON) applications to obtain approval from the New York State Department of Health for service changes and construction projects. In some cases, a Health Equity Impact Assessment (HEIA) is also required. HEIAs use data and feedback from patients and community members to ensure local perspectives are considered, while providing an independent, objective evaluation of how proposed changes may affect public health, service delivery, and access to care—particularly for medically underserved populations. As mandated by New York State, an independent entity conducts HEIAs for proposed projects at Saint Joseph’s Medical Center.
